STOMACHAL best for The Barge Hale Strikes Ledge Off Racine The sailing barge Hale of Detroit ran on the reef oft' this port early this morning loaded with lumber for Kenosha At 3 this morning the watchman at the life saving station noticed a vessel touching near the reef and thinking skp was bound here called the tug Capt Wertz went within a quarter mile of the boat and found that she was fast on the reef He was unable to get the tug to the stranded craft on account of the shallow water The life savers ascertained that it was the Hale of Detroit They remained with the boat while the tug brought the cook ashore who telegraphed her owners in Detroit for instructions The Hale is a tow barge but was going under her own sail on this trip She is a three-masted boat 138 feet 3 ihches long 26 feet beam and was built at Tronto Mich in 1874 She was not sailing over four miles an hour when she struck the or as it has often been termed She struck about the middle of the reef and was undoubtedly heading in for the shore When she struck she was not on very fast but since then she has been gradually working her way farther on There is a depth of eleven feet of water where she lies and her crew fear a hole has been torn in her bottom by the sharp rocks upon which she is lying Shortly after striking the water in her hold began to rise and is now up to her decks on one side The captain received a message from her owner shortly before noon and he asked if she could be towed off by taking off the deck load This is out of the question She is high on the rocks now and relieving her of her deck load would not float her If she was pulled off there is a question whether a sand sucker could keep her free while she was being towed to Kenosha The detekload will probably have to be removed any way and this work will be undertaken at once The Chicago tug Prodigy arrived in port this morning and this afternoon she is lying a short distance from the stranded wreck It is said she everywhere in these on the vessel's of the American fleet in Jamaica and other neighboring islands and particularly in Cuba Itself that important assistance is being given by the apparently with the would join the Spanish army in Cuba within a week from that time and that field guns and an amply supply of ammunition would arrive with them From other sources it is learned that the Spanish officials in Havana are expecting many Mexican volunteers armed with American rifles to land soon near the western end of Cuba if they have not already landed and march straightway for Havana to join its army of defense Gen Blanco boasts among his Intimates within the fortifications of the Cuban capital that 1000 French military engineers artillerymen and trained officers in all lines of the service will report to him for duty before the end of June monstrance against building a sewer on Howland avenue from Salem avenue to Selleck avenue would report that we have carefully investigated the same and would recommend that the prayer of the petitioners be granted We would also recommend that the sewer planned on Third street from 5earl street north be not built as the Swedish Lutheran the report was accepted On motion of Aid Brister the expense bill of Heakh Officer Cleary amount $3 was allowed and an order ordered drawn for the same Chas Goodman petitioned the Council for permission to excavate under the sidewalk at 214 Wisconsin street On motion of Aid Tarbell the petition was granted On motion of Aid Brister the City Engineer was instructed to give Yule the grade for sidewalk in front of his property on Park avenue Aid Berns moved that the vote by which it was determined to pave Grand avenue be reconsidered Motion carried by the following vote: Aid Brister Berns Tarbell and Franke Aid Gonnermann and Weier Aid Tarbell moved that the paving of Grand avenue be deferred until such time that Grand averue bridge is raised to a proper height Motion carried by the following vote: Ayes Aid Brister Berns Tarbell and Franke Aid Gonnerman and Weier The chairman of the pauper committee reported that Dr Arentzen had been giving bath and treatments without charge to Mrs Hull but could not continue to do so also that he has been informed that Mr Hull has money in the bank and is able to provide for Mrs Hull On motion of Aid Gonnermann the pauper committee was instructed to consult with the City Attorney and see what can be done and if necessary to have a guardian appointed for Mrs Hull Aid Berns moved that the Clerk be instructed to advertise for bids to raise Grand avenue bridge 4 feet Aid Connerman moved the that the City Engineer be instructed to draw plans and specifications for raising Grand avenue bridge and submit the same to the Council before bids are advertised for The Amendment carried On motion of Aid Gonnermann the ordinances relating to the licensing of dogs were ordered referred to the committee on judiciary to consult with the City Attorney as to their validity and report at the next regular meeting Council adjourned Gus Jacob City Clerk The examinations at Kemper Hall closed yesterday aDd everything is activity about the hall today getting in readiness for festivities of commencement week which begin this afternoon with the usual exercises of the physical culture department Quite a number of the alumnae have already returned but the great number of the old students will not return until Monday The exercises this afternoon were held on a large platform erected on the main campus and on this the young ladies gave a very beautiful and difficult drill witn the precision of practiced soldiers After the military parade an athletic exhibition was given which consisted of hoop exercises bar drills Indian clubs and in fact all the movements common in the gymnasium The athletic exhibition was under the direction of Miss Anna Buckingham the director of the gymnasium Mies Mabell Rose Pratt acted as pianist The The committee on streets alleys and bridges reported as follows: To the Hon Mayor and the Common Council: Your committee on streets alleys and bridges to whom was referred the petition of John Yule in regard to the grade of his sidewalk respectfully report that we have carefully considered said matter and recommend that the city of Kenosha take no action in said communication Gonnermann A Tarbell Committee On motion of Aid Brister the report was accepted The committee on sewers reported as follows: To the Hon the Mayor and Common Council of the City of Kenosha: Your committee on sewers to whom was referred the petition of property owners along Milwaukee avenue Broad street and Grand street protesting against the laying of a single ring brick sewer in said streets would respectfully report that after receiving an estimate of the additional cost we find the expense to the city would be about $3500 more than the present contract that if a two ring sewer is ordered on the above named streets the single ring sewer now being built at the present time on Grand avenue and the one to be built on Maple street should also be built 2 ring we find the rules adopted by the city for building sewers is a one ring for 30 inch and under and two ring for all over 30 inch two years ago the city built a 30 inch one ring brick sewer on Market street Your committee is also informed that in the cities of Milwaukee Chicago and other cities brick sewers are built in the same manner Therefore in order to satisfy the public and members of this Council in regard to a single ring brick sewer to be of sufficient strength we would tec ommend that a committee be appointed by the Chair to go to Milwaukee or Chicago to investigate what the results are of a 30 inch single ring brick sewer and as soon as said committee have investigated and ready ro report the Mayor to call a special meeting of the Council for the consideration of the report Very respectfully Gonnermann Christ Weier A Tarbell Committee on Sewers On motion of Aid Brister the report was accepted The Mayor appointed Aid Gonner mann Weier Berns and Gorman as a special committee to go to Chicago or Milwaukee to investigate with follows: To the Hon Mayo and Common Council: We your committee on sewers to whom were referred the bids tor sewers would report that the Reichert Construction Co are the low est bidders on the following sewers in the aggregate: 660 feet of 24 in brick sewer on Maple street 1338 feet ot 12 in pipe sewer on Pearl street 160 feet of 15 in pipe sewer on Elizabeth street 350 feet of 18 in pipe sewer on Maple street 700 feet of 15 in pipe sewer on Pear street 730 feet of 12 in pipe sewer on Exchange street And would recommend that their bic be aqpeptec( and the work awarded to the lowest
