The new Sheridan road bill substi: tute for No 239 drawn up by Sena tor Eaton of Milwaukee was presented to the legislature at Madison last week and is now before the Senate committee It differs from the original bill in that it provides only lor a survey of the road and leaves the matter optional with the counties besides putting a limit of $500 on the expense required whereas the old bill authorized the establishment of the road setup definite limit to the expense and did not leave it optional with the people The new bill as presented to the legislature is as follows: A bill to authorize the making of a preliminary survey of a State road from the southern boundary of the State of Wisconsin to the city of Milwaukee The people of the State of Wiscon sin represented in Senate and Assembly do enact as follows: Section 1 The persons hereinafter named may at any time within years from and after the passage abd publication of this act survey a conu ous state road from the south line ot the town of Pleasant Prairie in the county of Kenosha at a point neat the shore of Lake Michigan thence northerly along or near the shore of Lake Michigan through the said town of Pleasant Prairie and to and through the city of Kenosha and through the town of Somers in the county of Kenosha through the town of Mount Pleasant and the city of Racine in tl'e county of Racine and the town if Caledonia in said county and the town of Oak Creek and th lV Of South Milwaukee and village of in the county of Milwaukee and through the town of Lake in said county to the southern limits of the city of Milwaukee Section 2 -Such road may be sur-veed upon such parts of existing highways or streets as to such persons may seem proper and be of such width Berlin April 7 An agreement has been reached between the three powers (the United Stains Great Britain and Germany) on two propositions namely: The appointment by each power of a high official to investigate and regulate the conditions prevailing at Samoa and the making of unanimity necessary in all decisions of these high officials The newspapers hail the result of the negotiations with satisfaction Washington April The German ambassador Dr von Holleben called at the state department Thursday to felicitate Secretary Hay on the satisfactory adjustment of the Samoan affair Even as late as Wednesday night the last possibilities of a hitch had not disappeared but late in the day official dispatches were received from Berlin stating that as a result of conferences between the German British and American representatives a settlement was assured The main feature of this conference was a determination that the high commission would act by unanimous vote and not through a majority This is on the theory that the delegates will be of high character that unanimous agreement will be certain although there is of course the possibility of a deadlock The present tendency is not to provide a final arbitrator but to assume that the commission will agree among themselves This eliminates for the present King Oscar of Sweden who has been mentioned for umpire The German ambassador and members of his staff also made a call at the British embassy thus further evidencing the agreeable relations which have suddenly taken the place of the rather strained conditions heretofore prevailing on Samoa Commissioners Met The commissioners appointed to assess benefits and damages for the opening and extending of Exchange street consisting of Messrs Charles Yule Simmons McDowell and Strong met yesterday afternoon at the City Hall and completed a large part of the work The only objection filed thus far is from the Bain interests at the south end of the street They claim it would injure their property to put the street through The commissioners will meet again Saturday at which time they will receive all objection and after that they finish all the business in connection with opening the street granted as the assessment laws pro vide for such a case On the petition of Mrs James we would recommend that no rebate be granted On the petition of Herman Gandt we would recommend to no rebate be granted On the petition of Mrs Stewart Hastings we would recommend that a rebate of $15-00 be granted as we find said assessment to be too high in pro portion to the assessment on surrounding property On the petitiou of Bridget Kearnes we would recommend that no rebate be granted On the petition of Edward Hollister your committee would ask for further time to more fully investigate the presented signed by Mrs A Winegar and twelve others remonstrating against the construction of a sower on South street between Church street and West street Aid Weier came In and took hie seat The petition was referred to the committee on sewers An application from Oberst Hamlet for a license accom panted by a bond was presented On motion of Aid Gonnermann the application and bond were referred to the sewer committee to report at the adjourned meeting A petition was presented from Pat rick Hughes requesting that his liquor license at 250 Main street be trans ferred to Norman 6c Langin and street be transferred to Carl Skotzski and the bond of Carl Skotzski was presented and the names of the sureties were read On motion of Aid Gonnermann the petition was granted and the bond accepted The committee on finance reported as follows: To the Hon Mayor and Common Coun cil of the city of Kenosha Your committee on finance to whom was referred the several petitions for rebate would respectfully report as follows Your committee would recommend that a rebate of $5 00 he granted to Werner as we find there was an error In the copying On the petition of George Barber we would Ben Cameron backed by responsible business men has undertaken the task of compiling a new Kenosha City Directory for 1899 The direett ry will contain the names of all residents over fourteen years of age except married women not in business for themselves together with residence and place of if any It will also contain a classified business directory and all-information usual in acomplete work of this kind and no expense will be spared to make it accurate and complete in every detail As advertising must be relied upon to a great extent to pay the cost of publication the kind co-operation of business men is solicited along this line and all advertising will be taken with the distinct understanding that not one cent will be asked until opportunity is given to carefully examine directory and same found accurate and complete Ben will call upon you within a few days and it is hoped that he will meet with sufficient encouragement to warrant the publication of this much needed work A man who gives his name as Otto Wallgermott and says he hails from Kenosha was arrested in Racine on suspicion of having shot Patrolman William Krueger of Milwaukee It developed that the prisoner was a friend of James Evans the man who broke into the Chicago Northwestern railroad depot and that he had been opeiating at Milwaukee for a long time and that much of the property that he stole was pawned at Kenosha and Chicago It is believed that the watch be had was stolen When captured he showed resistance but officer Goetz yanked him along He refused to give an account of himself Rheumatism Cured foregoing provisions may be carried out by Jared Thompson Jr Otis Johnson and Geo A Yule-In case of the death resignation or refusal to act or either of them the others may appoint substitutes Two of said persons may act without the presence of the other one Section 5 The county boards of the several counties through which said road is proposed to be surveyed shall before any work is entered on or performed thereon by resolution de termine whether said road shall be so surveyed in their respective counties and if the said county board shall authorize said survey to be made the expense of said survey when so authorized and not otherwise shall be paid by the counties through which said road is suiveyed in the proportion that the length of the road laid out in each county bears to the whole length of the road and said persons shall de termine the amount chargeable to each county and file such statement iD the office of the respective county clerk and such amount shall be aud ited and allowed by the county board of each county and paid out of the county treasury whenever complete field notes and plats have been filed as provided in the next section Section 6 Within sixty days after said persons have completed the work of surveying said road they shall file or cause to be filed in the office of the county clerks of the respective counties through or into which said road extends a correct copy of so much of the field notes and plat of the survey of said road as shall be located in such county where such exhibit shall remain on file Section 7 This act shall take effect and be in
