spot Letter reveals shortcomings 108 District fails to provide services The federal Office of Civil Rights has found the Kenosha Unified School district is failing to provide adequate services for its non- and limited-English sP speaking students. The OCR determined the district failed in four areas under Title VI of the Civil Rights Act of 1964 pertaining to "equally effective educational services" for such students. The OCR. found that the district: taken "adequate affirmative steps to effective educational services" for limited-English speaking (LES) students; have a "systematic, uniform procedure to identify and assess" such students; "adequately assessed and provided services to such students needing special education, and provide all LES pa- Lloyd A. Landgren, 77, 6916 Fifth died Friday morning at his home after a sudden illness. He was born Sept. 9, 1902 in Kenosha, the son of Axel and Hilma (Ed quist) Landgren. He was a lifelong resident of Kenosha, graduating from BradJigh School and the Commerce. He married Lin- LANDGREN nea Nelson on June 20, 1925 at St.

Paul's Lutheran Church. He was a member of St. Paul's Lutheran Church. He was a member of a number of masonic organizations, and had served as Grand Sovereign- from 1968-69 of the United Grand Imperial Council of the Knights of the Red Cross of Constantine. He was also a member of a number of civic organizations, include Carthage College Board of Associates, Kenosha Memorial 1 Hospital Board, director of the Kenosha Cemetery Association, president of the Kenosha Chamber of Commerce, jury commissioner for the county, circuit and municipal courts of Kenosha, and had been active in Boy Scouts.

Survivors include his wife, Kenosha; a son, Richard, Kenosha; a daughter, Mrs. Ralph (Mary) Spillman, Florissant, six grandchildren; a great-grandchild; and a sister, Mrs. Harry (Esther) Ostlund, Kenosha. He was preceded in death by a brother, Carl, and a sister, Irene Landgren. Mary Schuerman Mrs.

Charles (Mary) Schuerman, 55, New Munster, died early Saturday morning at Burlington Memorial Hospital. She was born on Oct. 1, 1924 in the Town of Wheatland, the daughter of Mr. and Mrs. Joseph (Lena Smitz) Kerkman.

She attended the St. Alphonus rents with school notices "in a language they can understand." The office is asking for voluntary compliance with Title VI regulations and gave broad guidelines on meeting compliance. If the district does not prepare an acceptable compliance plan, the OCR will "initiate administrative proceedings," according to its letter of findings. That could mean a loss of federal funding. Supt.

John Hosmanek, who said the district received the letter a week after its date of May 9, indicated the OCR's findings were "things we recognized a long time ago, but we waited (to act on them) until we received the recommendations." Hosmanek also indicated the district will not challenge the OCR's findings, which it could through an administrative hearing, but will try to establish a compliance plan by the beginning of the next school year. Deaths School in New Munster; the St. Mary's High School in Burlington; and the University of Wisconsin, Madison. On Oct. 6, 1951, she married Charles Schuerman in New Munster.

She was employed as a speech therapist at the Bristol Consolidated Grade School. She was a member of the St. Alphonsus in New Munster and the Ladies Guild. Surviving are her husband and parents, sons, Joseph, Glendale, caster; one daughter, Susan at home; a brother, Joseph, Fond du Lac, and two sisters, Mrs. Joseph (Margaret) Weyr Me din Mrs.

Claude (Rita) Brookfield, Wis. She was preceded in death by a sister, Agnes. Ethel L. Skinner Ethel L. Skinner, 69, 250 Havenwood Drive, Lake Geneva, formerly of Genoa City, died Thursday afternoon at Lakeland Hospital, Elkhorn.

She was born on Dec. 13, 1910 in Alden, the daughter of the late Mr. and Mrs. Clarence (Elsie Gast) Hermance. On Feb.

12, 1941 in Milwaukee, she married Merlin Skinner. He died in 1962: She attended the Layton School of Art in Milwaukee for two years, studying music. She spent four years at Whitewater State Teachers College, majoring in library science and English. She was a member of Sigma Tau Delta sorority on campus. She was employed as society editor for the Lake Geneva Regional News for 12 years before retiring in 1976.

She was a member of the First Congregational United Church of Christ in Lake Geneva since 1955, and was past. matron of the Order of Eastern Star. Surviving are two sons, Charles J. Patrick, Williams Bay, and Merlin "Butch" Skinner, Wausau; a daughter, Mrs. Dennis (Elizabeth) Eschenfeldt, Delavan; and seven grandchildren.

She was preceded in death by a daughter, Elsa. A district team, comprised of Rebecca Paz-Stevens, teacher consultant in bi-lingual education; Thomas Zuhlke, administrative assistant for governmental projects, and Frank Splitek, administrator of curriculum services, is now working on the district's bi-lingual problems, the superintendent said. The team will give Hosmanek information, which he will use to make recommendations to the school board in August. He received the National Defense Service Medal, 4th Award; Service Medal; Republic of Vietnam Campaign Medal with Device; Army Commendation Medal, 2nd Award; Bronze Star; with three overseas bars; and Mechanic Badge with four service stripes. Surviving also are a son, Dwayne Lee, and a daughter, Dana Lynn, both at home; his mother in Scottsburg, a brother, Dudley Devore, Otisco, and two sisters, Mrs. Annette Caldwell, Sellersburg, and Mrs.

Eva Lee, Murfesburg, Ill. He was preceded in death by his father. Wanda Gunderson Wanda Gunderson, 80, 1854 22nd died Friday afternoon at Kenosha Memorial Hospital. She was born on March 18, 1900 in Germany, the daughter of the late Mr. and Mrs.

Rudolph (Mathilda Schmidt) Klemm. She came to Kenosha in 1909, where she received her education. On March 4, 1922, she married Grant A. Gunderson, who preceded her in death on May 24, 1970. She was a member of the Ladies Auxiliary of the Veterans of Foreign Wars Post 1865.

She is survived by two sons, Grant A. and both of Kenosha; seven grandchildren; four great grandchildren; and a brother, Rudolph Klemm, Ocala, Fla. She was preceded in death by two brothers and one sister.
